send link problem

Since I upgraded to Office 2003, when I send a link from
IE, I get a message in my email program (Outlook) that it
can't send an attachment with the .url extension because
that is suspicious.

Also, nothing appears in the message body (in earlier
versions, the link did appear) and if I add text to the
message, the link disappears.

Is this an IE issue or an Outlook (security) issue? How
can I fix it?

Nothing appearing in the message body is the way IE6 handles links (I agree
that it stinks). Not being able to send a URL file is an issue either with
an anti-virus scanning email or with Outlook.
