"Send immediately when connected" not working

I have the above checked, yet it's not working. The timed send/recieve is
working, but I'd like to send immediately when I click "send". Again, I have
that option checked. Using Outlook 2002, XP SP2.
 
How can we even guess when you do not post your mail account type and
connection type?
Include your connection status from the File menu when you reply.
