Send to/Mail recipient not sending immediately

Send to mail recipient is not sending immediately, instead it saves the mail
in outbox and requires that I open Outlook and press send/recieve.

Is there a way to make it send immediately ?

Wouldn't know. Never used OE.
Like most programs, Outlook can't function when it isn't running.

But it is running. The 'new mail' window pops up with the attached file and
has the send button, but when i click 'send' it stores the message in
outbox, and does not send it.

Outlook is not running. Only a new message window is.
