Send email stopped working. Receive email does work.

The send email function of my Outlook Express stopped working and I receive a
System Administrator message. The receive email function still works.
I did disable the firewall to see if I could send without this protection
and I could not send with the firewall down either.

Ask in an Outlook Express newsgroup like

Dear Brian,
After 3 tries, I finally reached the correct person at Charter and they
blocked the send email function as they saw a high volume of emails being
sent from our accounts. The send function is now back on. Regards, BJB
