send e-mails using MSN Outlook and my hotmail account

I cannot seem to send e-mails using my MSN outlook from MSN Office + a
hotmail account.

Receive them but sometimes the inbox does not load up on Outlook tho it is
there in my hotmail inbox
 
There is no "MSN Outlook or MSN Office." Hotmail no longer works with Outlook
unless you pay for the Plus version.
