Send and Receive will not Send; email accounts all green

When I have an email created in any manner, from Contacts, Reply to an email
received, or manual, in my Outbox - the send/receive recieves all inbound
mail but does not even recognize that there is any emails sitting in the
Outbox.

I watch the Send/Receive status and Outlook never even trys to Send.

I've checked all the email setups for POP and SMTP and everything checks out.

I've run detect and repair, uninstalled and reinstalled the Office 2003 Pro
suite, and run the repair on my .pst.

Nothing helps.

Help.

In particular, have you seen Norton Internet Security 2005 cause this issue?

If so, exactly which feature within this software is the item to disable.

Other than this, I'm running through the list you sent to me.

Assuredly.

If so, exactly which feature within this software is the item to
disable.

Two likely candidates: the mail scanning feature or the firewall. The
former must be disabled (it doesn't make you any safer anyway) and the
latter should allow Outlook to access the Internet. In order to turn off
mail scanning completely, disabling it in options may not be enough. You
may have to uninstall Norton and reinstall without the scanning feature.
