Selecting Desktop thru Control Panel

I'm having a problem selecting a desktop going thru the Control Panel
When I call up the desktop tab in the Display Properities everything is
greyed out except the Customize Desktop button and Color. I can't make any
selections from the available backgrounds. I have 4 accounts set up on this
computer and only one of these accounts is having this problem.

Any suggestions.

Suggestion
Most backgrounds are stored in this folder:
Drive:\WINDOWS\Web\Wallpaper
Is it populated?

Else
Could be a permission issue
If you are operating Pro edition, Start/Run and enter gpedit.msc. Expand
branch:
User Configuration
Administrative templates
Control Panel
Display
"prevent changing wallpaper"
