I am missing the Desktop Tab on the Display Control Panel so that I can not
do anything to the desktop background. How can I fix this problem?

See if one of the registry fixes from this web site help.

After I entered the registry, when I try to open the Display on Control tabs
a message: "Administrator disabled the Display control panel" pops up. What
happened, and how can I fix it?

On line 285, right hand column of the web site I sent you to, there are two
files available, Restore All Display Tabs and Remove All Display Tabs & Icon. If
you click on Restore All Display Tabs you should be able to download a file
named restorealldisplaytabs.reg. It sounds as if you downloaded the other file,
disabledisplaytabs.reg.

You might want to go back to Kelly's web site and download and the Restore All
Display Tabs file again. Make sure the file you're downloading is named
restorealldisplaytabs.reg.

If you're still having problem, download and run this file.

You should also check for malware that may have removed the tabs.
