Select Format Section menuitem does not display the format section form

I can't get it to display. I have been to windows update thinking it

What's the "Format Section" menu item?

If you right click anywhere in a blank space or on one of the section
splitter bars you get a menu. One of the items is format section.
Normally this pops up a form where you can change suppersion, new page
before\after.... for each section. It is not coming up on my system. I
think my quest to look at the sample project duwamish and installing
IIS, MSDE and whatever to just see a flippin prject layout has
corrupted my Development Environment. I was hoping for an easy fix.

Are you talking about Microsoft Word?

Oops. I am talking about Crystal Reports. I originally posted this in
the crystal group but it wasn't a subgroup of dot net so I moved it
here.
