seems mail is blocked in outbox

When I open my Windows Mail, it is forever receiving Mail and I cannot send
or receive?
 
How do you know that it is "forever receiving Mail"?
Please explain the symptoms you are seeing.
Any error messages?
 
I think the bears came home and Goldie Locks has left.
