Seeking info on Rage Fury Pro

I presently have an ATI Rage Fury Pro with TV in/out. It has composit
in, composit out, s-vid out and vga out. I've been trying to get a
good quality capture from cable TV and VCR. I have a cable box going
into the VCR and the composit out from the VCR to the composit in on
the ATI vid card. No matter which software I use and what degree of
quality setting, I cannot get a good, quality capture. Any advice?

PS: I've disconnected the cable in the event there may be line noise
and recorded from VCR. Still, the quality is 'grainy' and
'flickering'.

I've been searching info on purchasing an ATI 9700 all-in-wonder. I
see there are (at least) two models. One has a VGA output and the
other (AIW) requires the DVI out to be adapted to VGA. Is there any
advantage of one model over the other? Also, the ATI 9800 can be
purchased for about $30 more ... is the additional expenditure worth
it?

Any 'practical' info would be most appreciated.
