Is it possible to restrict access to deleting cookies from the internet
options on the toolbar.
Also can you retrieve deleted cookies that have been removed from the
recycle bin?

No, but you might be able to change deletion options from the policy editor.

The short answer depends on how much you want to spend, but for practical
purposes is probably "no".

You're asking about data recovery services, which can be expensive - the
bills I see are between $1K and $5K - and aren't always very successful
recovering erased and overwritten data.

Erased data is really just marked as available for overwriting, but that can
happen very quickly. Any of use of the computer will significantly reduce
any chance of recovering cookies.

I would suspect that you're perhaps trying to track or detect inappropriate
internet usage, perhaps by children. If that's the case, you would be
better to take preventative measures and install something like NetNanny,
and be sure that you have adequate passwords on the various accounts.
Change your passwords regularly, and be sure that the NetNanny passwords are
not compromised - changing them regularly will help greatly with this.
