security updates stopped

On my home computer (not this one), I deleted a foreign language support and
since then it does not want to accept Microsoft security updates.

I went to the Microsoft problem solving page entitled: 'Cannot install some
updates'

The first method to try was as below

Method 1: Rename the Edb.log file
Rename the Edb.log file, and then try to install the program again. To
rename the Edb.log file, follow these steps: 1. Click Start, click Run, type
cmd in the Open box, and then OK.
2. At the command prompt, type the following command, and then press ENTER:
ren %systemroot%\system32\catroot2\Edb.log *.tst


when I typed in the required command above and it said it did not recognise
it.

I did not know what to do about that, so just ploughed through all the other
methods on that page none of which worked. Finally I did the 'repair'
re-install.

At the end of that, when I again tried to do an upgrade on the MS update
page, it told me that the set up was unable to load file
D:\i386\WINNTUPG\NETGRD.DLL.

I again did the repair reinstall and again it will not download MS updates.
This
time after it does the searching for the required updates it says:
it has encountered a problem and needs to close.

Did you mean to post NETUPGRD.DLL instead of NETGRD.DLL ?
Was IE7 installed and NOT uninstalled prior to the Repair Installation ?

To diagnose Windows Update issues open it's related log
Start > Run > type in

Click OK
Scroll down towards the bottom for the most recent entries:

When you locate relevant error codes, post them to the Windows Update
newsgroup, along with the OS, the KB# of specific updates that won't
install, and the AV/security software that is installed:

Did you mean to post NETUPGRD.DLL instead of NETGRD.DLL ?
Was IE7 installed and NOT uninstalled prior to the Repair Installation ?

Many thanks for your advice. I'm a bit daunted by this procedure, since i
have IE 7
installed and have to use the 'recovery console'. Then find its advised for
only for use by people who know what they are doing!!

If I simply did a 'clean install' with the CD that came with my pc, would
this be sufficient to get me going again? thanks for any further guidance.

Can you uninstall IE7 from the Control Panel > Add/Remove Programs ?
Then run sfc /scannow to ensure that core system files are at their
correct version.
If not, nuke the puppy and start over.
