Security tab is missing

Hello everyone I'm a student attending Florida Career
College, majoring as a Webmaster. I'm trying to assign
permission to files and folder for user accounts. But I
don't see the Security Tab that need to complete my
homework assignment. Please anyone tell how do I turn
that darn thing on!
