Security Settings will not reset

For whatever reason, when I try to change my security settings from High
(deafault) to anything else (trying to go to medium so that a flash program
will play) I hit reset and apply and all that, but when I go back to check to
make sure the settings took, it doesn't. I am only having this problem on
ONE computer. I have uninstalled, re-installed, installed IE7, uninstalled
both, then reinstalled IE6. Nothing works. Any ideas?

Windows version? Current IE version?

Options in several third-party applications disallow such changes. These
include Ad-aware's Ad-Watch, Spybot Tea Timer, SpywareBlaster, SpySweeper,
Norton AntiVirus, McAfee VirusScan and/or Antispyware, and Zone Alarm (Free
and Pro).
