security settings preventing downloads

error message when trying to download sw - running XP pro, IE6 tried almost
everything - removed all virus scan sw, reset security levels to defaults,
then tried lower levels, cleaned up registry, shut down firewall.... not
sure what else to do??? any guidance is appreciated
 
Windows version?

Please post the complete error message and tell us what, if any, third-party firewall you're running and if you have Windows Defender installed.

error message: " Your current security settings do not allow this file to be
downloaded"

No 3rd party firewalls; No Windows Defender
