Security Problem after Hard Drive Replacement

Have an Access DB (2003) with workgroup security.
The hard drive on the computer went out and was replaced while I was out of the office.
The MDB file and the MDW file were put back to their previous locations on the new hard drive.

The database will not open. Receive the following error:
"you do not have the necessary permissions to use filename. Have your system administrator or the person who created this object establish the appropriate permissions for you."

It is not prompting for a login at all. Know all the appropriate passwords, just can't enter them.

Another note - when the hard drive was replace, they created new user logins. Is this part of the problem?
