Security Policy - Local Account

Hi,

Is there a policy which prevents local accounts being created (for
member 2k3 servers)? If not, does anyone know ways to prevent local
accounts from being created (other than educating staff or creating
role-specific user accounts)

If they do not have the administrative privilege, they cannot create local
accounts.
