Security Policy for Network Adapters?

As far as I can tell the only user that can have privileges to make changes
to the properties of a network adapter is an administrator.

Is there a security policy setting that I can set to allow, say a power
user, to change the settings in the properties of a network adapter?

Its an odd request but we have field services techs that need to change the
Media Type from Full-Duplex to half-duplex and back again. Its a long story
but they connect into radios of different types etc.

They are currently set as local administrators, but I am not happy with this
for obvious reasons.

On XP Pro, there is a group called "Network Configuration Operators." I'm
not sure if this group can do it, but try it out.
