Security Permissions problem prevents P2P sharing

I have run across an odd problem with security permissions I cannot solve.
We have a small network, no server, which means we share files peer-to-peer.
I want my secretary to be able to see and use all my files in My Documents.
I have created a login for her on my machine, shared My Docs, and created
permissions for her login in both the Sharing and Security tabs.

The problem is that she can open some files, but not others. Checking on
the cause, I see that the problem is that her login is absent from security
permissions for the problem files. Why don't these files take on the
security permissions of the folder they are in? I also note that the
problem is inconsistent. All the files in the My Documents folder are set
correctly, but as I drill down the directory structure in My Documents, at
some point the security permissions for her login disappear. The problem
files haven't been moved around in My Documents (or even accessed) since I
set the security permissions on My Documents. What is the problem here, and
how do I fix it?

A little extra info: All machines involved run Win XP Pro with all updates
applied. Simple file sharing is turned off.

Also want to say a special thanks to Chuck. Your Pchuck's Network site was
just what I needed to figure out why our network sharing was unreliable. But
this new problem makes no sense to me (and I don't see the issue listed on
the Pchuck's blog).
