I am hesitant to install the new patch as we tried it
before and could no longer get on our Internet site. I
had to completely remove the patch and do a system
restore. Is the new patch "fixed" or is this another
Microsoft "quickie" to appease the National News about
hacking? We "regular" folks who are not techies have no
idea whom to trust about updates from Microsoft!

I have installed the new patch and have had no issues at
all.

I have noticed some users in this group reporting problems downloading
Security patch 823980, and problems once the patch was finally installed. On
July 18, 2003, I downloaded the patch 823980 (also 821577, 817606, and
823559). One or more of these had to be downloaded 2 or 3 times because of
installation failures, which I found unusual for Windows Update. The next
morning I could not connect to the Internet via dialup. Modem diagnostics
reported that "The port the modem is using is currently open by another
application..." which could not have been true as nothing else was running.
I rebooted and the modem worked, but continued to work only intermittently.
I uninstalled the patches and restored the system to the July 17 checkpoint
state. The modem returned to normal functioning. However, the next day I
found that my Seiko Smart Label Printer 220, which connects to the computer
via serial port, refused to function. With the help of a Seiko tech, I
discovered that all com ports but com 1 had been wiped out, and since the
modem uses com 1 and won't share it, I had to reenable com 2 in BIOS to get
the printer working again. I attribute all this mayhem to one or more of the
aforementioned security patches (or possibly to the fact that they failed to
install at first), and I am reluctant to apply them again. It seems Cyndy
had a similar problem. My OS: Windows XP Home ver. 2002, SP 1.
