Security Password Required

When sending an Outlook message, is there a feature to allow the sender
to create a security password, requiring the recipient to enter the
password before they are allowed access to the email content?

Are you using a PST to store the mail? If so, right-click the root of that
PST within Outlook's Navigation pane, choose Properties, click Advanced, and
add a password.

If I understand the question, I assume the OP is sending the email using
Outlook, but going outside of the Exchange enterprise to a recipient using
another client; say, to my Mercury/32 server, which I connect using Pegasus
Mail. And he wants to put a password lock on the email I get from him, such
that I have to enter a password to read the email.

I think your interpretation is probably correct. If so, then the closest
thing to that is, in my opinion, is a digital certificate.
