An notification package has been loaded by the Security
Account Manager. This package will be notified of any
account or passwor changes.
Notification Package Name: scecil

What does this mean? Has my system been hacked?
 
This event is normal, it appears when you neable auditing. I would not be
concerned that the machine ahs been compromised.
