Security from downloading ICQ

My kids want to have ICQ and this internet program is
making my pc not perform 100 %. I want to secure my pc
from it being able to be downloaded. Can anyone help? I
have Windows XP home edition.

you can setup the content advisor and tell it to block anything related to
icq.com ... or change their account type on that system to limited .. they
can download it but they cant install it w/o your permission
 
This is not entirely correct. If the computer is using NTFS as the file
system, and the kids are limited users, then, by default, they should be
blocked from performing installs. If not, and the computer uses FAT32 for
the file system, or the kids aren't limited users, they can install just
about what they want.

See www.dougknox.com, Win XP Utilities, Windows XP Security Console. This
utility will allow you to block applications by their executable name
(licensed version), along with a large number of other restrictions that can
be put in place on a per user basis. This utility works equally well in XP
Home and Pro.

if it's a preinstall then it's probly ntfs unless the company that did the
install had something wacky and used fat32 for some dumb reason
 
True, but that's making an assumption :) I've found it best to answer the
