security center is not starting?

I have just checked my security center and there is a message in it saying,
security center is currently unavailable because the " security center" has
not been started or was stopped. please close this window, restart the
computer ( or start the security center service again )...
The thing is I've tried restarting the computer and its still the same?
And I haven't a clue how to stert the security center though I have tried ?

Any help most appreciated.
