Security Alert: Certificate Warning

Hello all,

Recently I have been getting a security alert window pop
up when I have been trying to access any site that uses
SSL certificate.

The security alert is the one with the Yes, No and View
Certificate button.

I am running Windows 2000 SP4 and Internet Explorer 6 SP1.

Things I have tried:
Changing Settings in IE: The settings here have been tried
on and off with restarts in between.

* Tools > Options > Advanced > Security > "Check for
publisher's certificate revocation"

* Tools > Options > Advanced > Security > "Check for
server certificate revocation"

* Tools > Options > Advanced > Security > "Warn about
invalid site certificate"

* Tools > Options > Security > Custom Level > Misc
"Don't prompt for client certificate selection"

* Tools > Options > Security > Chnged level to Low

* Repair of IE (checked log file everything went fine)

* Tested out in safe mode <- THIS WORKED!!!

* Tested out in normal mode using msconfig with the
diagnostic option, this did not work (diagnostic mode
turns off all services and startup programs at boot.

As you can see I have only had success with safe mode.. I
guess that is at least something, I guess that because it
works in safemode that the software and registry are
working correctly and that the problem lies external to
IE. Although my test in normal mode with all the services
and startup programs disabled contradicts this.

Can anyone tell me exactly what safemode does not load so
I can mimic this in normal mode?

Also if anyone has any other possible solutions /
suggestions could you let me know?

Problem solved, for some reason Compuware DevPartner 7.00
caused this. Don't know if this is because of mis
configuration of it or microsoft security patches broke it.

Oh I forgot to add that uninstalling compuware devpartner
7.00 solved the problem
