Securing portable hard disk

Is WinXP has its own securing tools for portable hard disk?

If I'm going to use windows file encyption system to encrypt my data in
portable hard disk, I can't access to it when it's plug into another
system is it?

Any software to secure it, like prompt for password in order to access
to the hard disk?

Not that ideal in my case ... my portable HDD is about 60 GB ... a lot
of files in it.
