Secured Pages Not Loading

Have Win2K, SP4, with most recent updates and IE6 SP1(
Cipher Strength is 128). Can not load any secured site
like citibank.com. Tried creating a new user profile,
setup defaults in IE but no luck. Any Idea whats wrong?

Do you have a firewall that blocks secure sites by default?

I know Norton Personal Firewall does & you have to switch that feature off if
you need to access secure sites.

I tried uninstalling NPF, problem still there.

Do you get any error message when you try to access a secure site? Please
advise what it is if you do.

[Don't expect any response from me for the next week or so. I'm told it's
