Secure Site No Access

Just recently I cannot get access to some secure pages on
some sites. eg www.dabs.com has a secure test icon. When I
click on it, a form frame appears but it won't load, stays
there forever, I can cancel it. I have seen the posted fix
Q832894.exe and installed this but no change. The I read
article 831167 and installed Q831167, then installed
Q832894.exe again. Still no change! The symptoms of the
fix sound just like what I am finding but the fix don't
work. I used to be able to see these pages. Any help?
please? I am running Windows 98 2nd, and ie 6 SP1
