Second Domain Controller not allowing users to login

We have a windows 2000 mixed mode domain. We setup 1 domain controller dc1
which is a glocal catalog and has all the other fsmo roles. We have also
have setup a second domain controller dc2 which is a global catalog as well.
recently dc1 went down for a half an hour, but users were not able to login,
even though dc2 was still up to allow users to login and authenticate. So
when only dc2 is available users cannot login. Is there anything we need to
do on the second domain controller dc2 as it should allow users to login if
its only available.

Remember the golden word in AD is DNS

You must have an active DNS server on your network o clients will not
be able to logon (or so much else really)

SO if your second DC isnt a DNS server, make it one now and make sure
all your workstations are given it is a secondary.
