Search cannot find files in "All Users" tree

I was trying to find a file on my system that lives under the
Documents & Settings\All Users\Application Data folder. If I start
the search anywhere at All Users or above the file cannot be found but
if I start the search below All Users it is found. This applies using
both the built in Windows Search and Copernic desktop search. This
folder is not marked as "Hidden" and "For fast searching, allow index
service to index this folder" is checked.

What is this folder doing that nothing is allowed to search down into
it and how can I disable that?

Advanced search options has a checkbox of including 'Hidden and SYSTEM files"
