Is there another option to create and deploy a XPe image other then using
sdimgr.wsf, or the SDI route?

Yes:

1. Swap hard drives - use a USB to IDE adapter to download the image to the
target hard drive. Popo out hte hard drive and reconenct to the SATA or IDE
of the target system.
2. Winternal's Remote Recover - expensive solution, but it works. Remotely
conenct the target system to the development machine over a network and
remotely mount the target's hard drive as a local drive. You can then
partition, format, and drag and drop the image to the target.

That soluition sounds like it will work, if I'm connected to a netwok, but
if I'm not?

I'm thinking of externel customers that need to load a PC. i.e. use a
recovery CD
For instance a HD goes bad, can the use this method be used to plop in a Cd
and reinstall the image?

Recover media - that is a different story.

You can create a bootable XPe image, Norton Ghost, or use a custom WinPE CD.
