Scrolling

I have just had XP Pro re installed. In both word and internet, when I scroll up or down a page, the text moves in 'waves'. It wasn't doing this before I re installed. Where do I change the setting for this?
 
What do you mean by waves? Is there some distortion on your screen? That
suggests an incorrect screen display setting.
