Scrolling

I have problem that whenever I am on the computer whether connected to the
internet or not, whatever page I am trying to view it constantly scrolls up
and down or is stuck at the bottom of whatever page I am trying to view. I am
running Windows XP. Any help would be greatly appreciated

Bring up a page and then depress the wheel on your mouse .
