Scrolling

I had to reformat my hard drive and reload my XP. Now my when I scroll it is
like a wave effect and is driving me CRAZY! How do I fix it so it just goes
up and down like normal?

Control Panel|INTERNET OPTIONS|ADVANCED tab|BROWSING section...

enable "Smooth Scrolling"
