scrolling

After re-installing windows from my original disc some screens (outlook express,web pages,some exel documents) will not scroll smoothly anymore but seem to "jump down in waves". Also when draging screens the original is left lagging behind and takes a few seconds to " catch up". Any ideas.
 
In IE, tools, Internet Options, Advanced tab, tick "Use smooth scrolling".

Have you installed the latest drivers for your video card? Only you know
what version you have, and then you find the manufacturer's website for the
appropriate drivers.

Also, if you don't have a great deal of RAM (memory), you should clean out
your startup items from loading when Windows starts up, that are not
essential to do so.. You can do this by checking the programs you installed,
and using the preferences in those programs to adjust the startuptions, or
by using the Configuration Utility in Windows.
