Scrolling

When ever i try to scroll down or up it seems to make the screen flicker and scrolls in massive increments! Iv'e looked at the mouse software and have even tried another mouse and it still happens. Could this be monitor related??

Visit the support website of the manufacturer of your video card,
search for Windows XP drivers, download and install them. Once
this is accomplished, the scrolling should be smooth.

If you have a notebook PC, then visit the notebook manufacturer's
support website and download the Windows XP video adapter drivers.

Silly question but how would you know which is the right card for your PC?
