Scrolling with mouse wheel in Outlook

In the task list, scrolling with the wheel does not work; to scroll
vertically, the vertical scroll bar must be used. In the Journal, the mouse
wheel scrolls the window horizontally, not vertically as I'd prefer. How
can I get vertical scrolling in both windows? Thanks.
