Scrolling Problem

For some reason last week when I click the scroll bar while browsing it
seems
to scroll nearly 2 pages as opposed to just 1 page requiring me to click on
the
arrow on the scroll bar to see what I've missed.
Anyone else have this problem?
Any help will be appreciated.

824145 security fix is the cause if you have installed it.
Still waiting for a revised fix from MS.

Drag the scroll bar or click under the Down arrow for more control.

You can remove the fix, add/remove programs but will lose the security
aspect.
