Scrolling Problem

At different times, I can't scroll up or down manually by
clicking and dragging the scroller; a circle with a bar
through it appears and it automatically doesn't let me
scroll, so instead I have to use the wheel scroller in
the center of my mouse, what could be the problem?

When the circle appears the next time, move your mouse up and down...

To return to regular scrolling, just click anywhere on the page.
