How can i make one, I have seen them that stop when u put your cursor over
the text and then start again when u move.

Like the one at the top of this page

They are called marquee(s), and that one you referred to is in Java. You should stay away from using Java since some machines don't have it installed anymore - your viewer would only see a gray rectangle instead.
