Scroll wheel not working for 3rd party 16 bit app

The scroll wheel doesn't work on this app in Win 2k pro
and I am not sure why. It does work in Win98 though. Not
sure if it is because of Win2k's sandbox or not.

Any ideas would be greatly appreciated.

The Logitech mice allow you to configure what scroll method is used when
you open the Mouse applet in Control Panel. I can pick between
AutoScroll and Universal Scroll modes, and I can enable "Use MS Office
Compatible Scroll Only" for both. Does yours provide the same
selection? If so, one of the four combinations of these settings might
work.
