Scroll Lock?

I have a few user accounts on my laptop, and all of them
except the admin account have a problem with scroll lock.

When I type "scroll lock", I would get the
following "scr633 36c2". In other words... the scroll
lock seems to be on in all these accounts and can not be
turned off.

Please help by sending reply to my email, as I doubt I
will find my way back here again.
