Scroll Bar Jumps

After reinstalling XP, my scroll bar moves in a series of jumps and the display "ripples". This happens in all applications (Word etc.). How can I reset for smooth scroll operation?

Visit the support website of the manufacturer of your video card or
video card adapter, search for the latest Windows XP compatible
drivers, download and install them.

If you have a notebook computer, visit the website of the manufacturer
of your notebook computer to obtain the video adapter drivers.

Then right-click on your Desktop and select:
Properties > Setting and adjust your Screen Resolution
settings, then select "Highest (32 bit) Color Quality setting,
and click "apply".
