This might be a stupid question, but

How do you take an exact screenshot of what is on the screen?

Can Windows do that or does it need a program?

It is. The Help and Support Centre is included for a reason you know. Have
you tried entering 'screen shot' into it? I know you haven't because the
information is there. I found it within 5 seconds (about a 50th of the time
it would have taken you to compost and post that message).

Windows can do that. Pressing the "Print" or "Print SCRN" key of your
keyboard (the key right hand side of F12, usually) copies a screenshot to the
clipboard which can be be pasted into any Windows application that can handle
images. (Paint, Word, Powerpoint... )

Your question may be stupid in that way, that you would have easily found
out yourself by checking Windows Help and Support on your PC.

Greetings --

Pressing the <PrtScn> key copies the entire display to the
clipboard. Pressing <ALT>+<PrtScn> copies only the active Window to
the clipboard (iow, into RAM). To view the screen capture, open a
graphics program, such as MS Paint, and press <CTRL>+V. This will
paste the contents of the clipboard (your screenshot) into the open
file, and allow you to view it or save it as a file for later use.
