screensaver won't come on

I have to manually go to power options, set my screen to turn blank after 3
or 5 minutes every time i turn on my computer, otherwise the screen will
just stay on indefinitely. what gives? i just did a complete restore of
the system to get around this, but to no avail. is it possible that my
restore dics aren't working properly? it didn't restore my Roxio Easy CD
Creator, and my Compaq instant internet buttons remain with the same
programs, i don't have to configure them. what gives? do i need to do an
F/Disk before the restore?
