The size of my screen is too big to fit the pane so when I load into internet
explorer etc nothing fits so I have to scroll down to get to the bootom
rather than everything fitting to see fully. All the icons on my desktop have
also got bigger

Try rt clicking on Desktop>select Properties>Settings>Screen Resolution.
Move the Slider to the right. If on 800x600
go to 1280x768 and higher if you have a LCD Flat Panel Monitor. If older
CRT Monitor try 1024x768 or higher.
Click Apply each time you select a new rate. Then you may have to go
to Desktop>select Properties>Settings>Advanced>Monitor. Set the refresh
rate. LCD 60 CRT Monitor at least 75.

You will find physical settings controls on the monitor to reduce the
display width and height.

If I misunderstand what you are saying, possibly you have set a screen
resolution too high for your monitor. (rightclick desktop, Properties,
settings tab, move slider to lower rez.)
