Screen Saver / Pwr settings dont kick in

Win2k sp4, updated, mobo with latest bios / chipset drivers
No new hw / software added. Virus / spyware clean

This PC has always been temperamental when pwr settings were set to pwr off
monitor / hd's after xx mins
It would work fine for maybe some weeks, then pwr settings would'nt cick in.
Usually cured by re editing the settings, applying and OK.
Now even when a default screen saver is set, even this wont kick in.
Any hints on where to seek a resolution?

try disconnecting the mouse and seeing if the pwr settings kick in.
