Screen Saver & Monitor Off not Working

I have had this problem since I first had my system. The Screensaver previes okay, but never kicks in on any time set. The monitor also will not shut down after the specified time. I went through as suggested and eliminated all non microsoft services on startup and still no screensaver. In regedit under desktop it shows:
ScreenSaveActive REG_SZ
ScreenSaverIs Secure REG_SZ
ScreenSaveTimeOut REG_SZ 6
SCRNSAVE.EXE REG_SZ C:\WINDOWS\System32\sspipes.sc

Under Systems32 The Screensavers are listed as sspipes, ssmyst, etc. I also note them listed under C:\WINDOWS\ServicePackFiles\i... Is this okay? I'm not sure what else to do??? Lo

P.S. If I click on any screensaver directly as found in the System32 folder it will display correctly
I haven't even got to the Monitor not powering off yet.
