screen resolution pixel setting doesn't affect I.E. or games?

I have my DisplayProperties/Settings/Screen resolution set to highest for my Dell Inspiron 1100 laptop... which is 1024x768 pixels. This makes most program screens smaller --which I like. But it has no effect at all on Internet Explorer (latest version 6.0.28... and all updates downloaded)... also no effect on Spider Solitaire, and a few other programs.
I run WindowsXP professional. Any ideas on how I can get ALLLL my programs to utilize this finer resolution?

Game programs have resolution limits built into the software. Jym
